Arlington-based Jefferson-Titus Multi-Cultural Foundation announced plans Monday to shed more light on what organization leaders say are low numbers of African refugees permitted into the United States each year. U.S. immigration laws cap the number of African refugees allowed to immigrate each year at about 7,000, said Ollie Jefferson, president of the 1-year-old foundation and an immigration lawyer. The United States plans to accept 78,000 refugees from around the world in 1997.
