ARLINGTON - Immigration lawyer Ollie Jefferson of Arlington has seen hard-luck cases from all over the world. The people she helps are sometimes unschooled in the ways of American politics but often find themselves pinned as the scapegoats for the country's social ills. "This is an election year of demagoguery," Jefferson said. "When there is a downturn in economics, the politicians say, 'Let's lash out at immigrants..."
